This might be a stupid question, but: Are tic tac toe books valid books or "blank", if they only include tic tac toe boxes?

AFAIK: Puzzle & activity books are valid, blank books aren't.

Bumping this, I'm also unsure about makeup face charts book that only include blank face charts. Are these "blank" or coloring books?

Examples:
