I usually charge a penny a word for this level of edit (+ a 10% discount for new clients), HOWEVER, I have to make the mortgage same as everyone else, so I'd be happy to look at your first 500 words, do a free sample edit on those, no strings, no expectations.
That's my job application so you can judge if we'd be a good working fit.
I do the standard half on submission, half on delivery of the edited manuscript, splitting two payments into $350.00 each. I'm fast and thorough to judge by the feedback.

You should probably hire two separate people - one to edit, another to proofread. Two separate set of eyes is always better than one.
That said, I can proofread your manuscript. My rate is $2.00 per page.

I sent you a private message, but let me second Helen's apt advice here (hi, Helen!). Proofreading is the last clean-up done after all other edits are finished, just before publication. Word 2013 tallies it at 118K words in total. It is told in the third-person narrative using past tense. There are 23 chapters altogether.
The maximum I wish to spend is $700 USD, but I am open to being convinced on a higher price.
