My guess is that she almost certainly did not love him at first; perhaps she came to have warm feelings for him later, but I kind of doubt that.
I think she loved him, but I think her goal starting out was to get pregnant. She quit the ring and tried to distance herself from that, but she never told Senator Lightfeather what was going on.
I think she became pregnant to get permanent immigration status. I don't think she ever loved him. He was nice to her and he could take care of her.
It became obvious that Regina did not love him and was only using him. He threw his wife and family away for nothing.
I don't think she loved the man. She saw a lonely person who missed his family. She knew she could get him to care. He is easy to use. It is a shame that he didn't love his wife and family enough to keep his pants zipped.

Regina had a separate agenda she never shared with Henry so my vote is that the love didn’t go two ways. I think she was willing to be with him for permanent immigration status.
