Did release help the community?

Something that I feel is a great debate question is Was release good for the community? I know that on the surface level release sounds horrible, but please remember that this is not an ethical question but rather a logical one, I'd love to hear your opinions!

There were 3 reasons why someone was released:
1. When twins were born
2. When someone comitted 3 infractions
3. When someone was very old
Now, I think they released a person when he comitted 3 infractions because it put in jeopardy the community's integrity and ideals.
I don't know why the community released people for others reasons
