On the side of combine: Goodreads is for readers and they need to know when a book is a rewrite of a book they may already have read and combine is the easiest way to indicate this.On the side of separate: If it is essentially a new work it may need to be separate. A novel taking place years later where earlier short story is used as introduction or is incorporated as flashbacks maybe should be considered a new work though I think description should include this information.
As far as the separation is concerned: I did not know that this is not one of the standard procedures... I'm only a GR librarian for somewhat over a year and I have never noticed something about this in the Manual, so excuse me if I did something against policy. I will consider this one of my 'learning moments'...

It may mean more information added to Manual.
We all make mistakes. I once moved books from author 2space to author 3space as requested and was almost finished when I realized the books I moved belonged to author 2space. Moved them back to 2space along with more incorrectly on 3space account. Learning moments are so much fun.

There is a lot that isn't in the manual unfortunately & I know Jaclyn is trying to improve that.
I've been biting my tongue for a while watching against policy edits in the group, with the most common being not asking for an ISBN/ASIN for page counts. Rivka pulled me up for it about 3 times before I started doing that properly.
& I made a complete hash of some awards I entered the first time I did them & another librarian had to fix them up.
We were all new once. :)

Related to topic:Mistakes happen but if this results in more definite combine and separate instructions in manual I'll call it a win.
Separating study guides, summaries, etc. when there are hundreds of editions... Doubt that's a task any look forward to doing.

Apologies, a bit slow in replying to this one.
I believe rewrites should be combined, and am happy to stick with Rivka's original ruling. In most cases it can be mentioned in the book description that the new edition is a rewrite.
However, I agree that if a book has drastically changed in length, i.e. doubled in size, then a new edition can be created.

The book has more than doubled in size so I have left separate. But the same title will make it very confusing for readers.

As I said in that thread, I talked to an experienced Super who thought I was right. Another experienced librarian thought the page count may make a difference.
Not that this well known author complained AFAIK but this is an example
of a book with a substantial difference in page count & they are combined.

Often the author is trying to disappear a first edition that has had bad reviews. I do emphasise this isn't the case here.
