This sounds like The Dead Zone by Stephen King, other than that book isn't post-apocalyptic. The bad guy killing a dog as a young bible salesman and the assassinattion attempt would fit thought.

i had a run starting around 08 where I read a ton of books so there might be a main girl with a creepy kid that has a crush on her or that may be a different book, but what i do remember for sure is that the mc is getting visions of the bad guy, the bad guy killed a dog when he was a younger bible salesman, its post apocalyptic, and i think there was a scene where the mc tries to assassinate the bad guy with a sniper in a library that he(bad guy) was gonna give a speech at but a fire started.
