I don't remember a lot about it but what I do remember is this: A mother and daughter are following a wolf pack, trying to become part of the pack for survival. This is through cities and such, not forest or woods, as I believe it was after some disaster or whatever that had changed and lessened society. They believe it is their only way to survive, and the mother was a wolf behaviorist, so she knows how to interact with them. One of the scenes I remember is a group of people want to take the alpha wolf (capture it). The woman tells them 'go ahead if you think you can' or something to that effect.

I remember reading something mentioning a memoir set during the Russian Revolution or WWII where a woman claims times were so bad she had to join a wolf pack in order to survive. Her claims were met with much derision btw and I remember having a good laugh at some of the comments.
Otherwise I've never heard of a work of fiction like you described.

If it's not Julie of the Wolves, could it be one of the lesser-known sequels? I think the third novel in the series involved the stepmother?
