Yes, to be considered a series in Goodreads books need to have characters and/or a (fictional) universe in common. A connecting theme is not enough.
GR policy on series is that a theme is not enough.The most basic definition of a Series, according to Goodreads policy, is of a continuing narrative featuring the same characters, and/or set in the same universe.
