I have some questions. You use the word pirated, but looking at it I'm not sure that is what is going on.It happens sometimes people add against the policy an entry for a single story of an anthology. That doesn't necessarily mean there is some pirated copy of the story to be found anywhere.
If there is really an issue with pirated editions, it is a legal issue an should be handled by the staff, not the librarians.
Removing of a cover before a merge isn't really helping, as it makes it harder for a superlibrarian to see what is going on. Just explain it in your request if it is the cover of the whole anthology or something similar.
Generally, if a story is only published in an anthology, it should be merged into that anthology, so when making a request for the merge, it is helpful if the story is already combined with the anthology.
Also, setting it as invalid while it needs to be deleted is not needed.
I think you might misunderstand me, as this is about the cover art used. The cover had the author's name on it as well as the title of the short-story, but they do not know where the art comes from as it's not a real cover but a mock-up someone's made. They just want it removed so no copyright issues will arise regarding the art, which is why I removed the cover. When I Google "Ilona Andrews Magic Tests" and choose to view image results the false art is still the first hit I get, so if you want to see for yourself it's easily found. It's probably cached from this entry as it still links to Goodreads. There is no issue regarding a pirated edition of the story. The second part of the issue is that the story itself was never published on its own, but only in two anthologies.
I set it as invalid so users could not add it to their shelves while awaiting the process of deletion or merging. I didn't know how the process of merging an entry for one short story into the entry for an anthology worked, considering all the reviews and shelvings, so I did it to avoid confusion for new readers wanting to add the books to their shelves.
Does that clear things up a little?

The book has an ISBN and appears to be a valid book. Can you tell us what needs to be fixed?

You can't just tell us books are "wrong" and ask us to delete them. You need to explain why.

Thank you Arenda, too many changes to remember them all.That means that there is no merge needed for the first part of #1, but but I'm not sure the cover removal should have been done without the involvement of the staff.
For part two of #1, never published ISBNs are also a staff issue.
