Book records in non-English characters

Many book records have titles/descriptions, etc. in specific languages (Russian, Chinese, etc.) not written in English characters. What is the policy?

Usually they are just bad imports.
When the book is in Russian, the title, author* and description should also be in Russian. (same for other languages)
So the existing record should be corrected.

* Depends if the author is translated in other languages; if so, the English version of the author should be the primary author and the Russian author secondary.

The title should be what is on the cover in the non-English characters.
