This falls under the "book that wasn't published and won't be published" rule - notify staff for disposition.
The placeholder was created almost ten years ago, and although people have posted excited-about-it reviews (none more recent than five years ago), it doesn't look like the book ever came to fruition. Refer to supers to delete? Mark invalid? Leave as is?
