      Despite having one sequential story in each issue, I don't think this is a series.

      Yeah, well. In general, I think anthologies are not series. There may be exceptions, but I can't think of one.

I think if that story were published separately and a series on its own, then maybe the magazines could be added as non-primary works.

We know lots of stuff exists on the site that doesn't belong. I don't think that is a valid series.

Still, if we cannot have an edition of a short story when when it was published only in an anthology, I don't see how the reverse can be true for a series.
