I read a book several years ago (5- 10) about a man who has a mutation or maybe a serum injected that gives him the super power to anticipate movements based on body language. He knows how someone is going to move or what they are going to do before they do it. There are several people who have powers, but there is also a "bad guy" who's sense of time is slowed. So a second feels like a hour to him or something. It may have even been a series of book, but for the life of me I can't remember title, author or even lead character name.
