SOLVED. Adult Thriller (a bit sci-fi?) book about a man who woke up in mysterious, paranoic city in the valley. Spoilers.

Hello. I am looking for this thriller (definitely something modern) and perhaps a bit sci-fi book I was reading few years ago (sometime between 2015-2020). I have terrible memory for movies and books, but I remember the main character (adult male) had an accident and woke up in this mysterious small city surrounded by mountains. The city vibe was a bit paranoic and reminded me of a Twin Peaks a bit.

Nobody could leave that city, and occasionally citizens were hunting for other citizens. I think he became the sheriff at some point... And I think the HQ of this "project" were somewhere inside the mountain (ok, I hope I don't mix two separate books right now :P). And I think there were 2 parts of this series. And I think the title has something to do with that city name (something starting with "W" perhaps?).
