From what I can recall from reading only the first few chapters a few years back.

It starts off with a teenage boy who murdered either his actual parents or his foster/adoptive parents.

Not sure if he went on the run or was caught then escaped but he had a younger sister who was adopted by two officers who was on the case.

They protected her from what happened but the teenage boy was back and while the police and investigators were trying to catch him, the parents were trying to keep the daughter safe from him.

I never finished the book so I don’t know what happened. However, what I summed up could sum up the description of the book pretty clearly.
