The style of outfit on the cover of this book is generally a dress, especially during the 1890s era, but the skirt is not seen at all. Does it count as a dress or not? I’m unsure.

I got curious on this one (great book btw!). According to this web link, the Women's Royal Navy Uniform was a skirt and shirt.

They are different, but sometimes it is difficult to tell the difference (at least for me if the top is the same fabric/color). So I'm willing to be lenient, but would like for the dress to be actually showing.
