non-English authopr names

Hi,
I have a question regarding Israeli authors who publish in Hebrew.
I understood from the manual, that for authors with books published in multiple languages, all editions should have the primary author name in English, and the name in another language (Hebrew for eample) as secondary author.
But what if the author only has editions in Hebrew until now (there may be translations in the future to other languages, of course, just not yet). Should the primary author name still be in English (and the Hebrew name as secondary)? or primary author name in Hebrew is OK?

I would think that the first option is the better choice, since the author may have the books published in other languages in the future, but I want to know what is the official policy and practice when adding a new book of a Hebrew author

The primary author name would be that on the book cover. If the author has published only in Hebrew, that is the name that should be primary on the book record.

Only when the book is translated, does the English-name-is-primary rule come into effect.
