The interview with Holly’s part time colleague, Deb Munchin, revealed she had a romantic interest in Holly and had already shown some stalker-ish behavior. Did her behavior make her suspect or was she just strange?

I just thought she was strange. When her previous victim reported her, she backed off. She did not seem the type to have a physical confrontation, and she wasn't on my list of serious suspects.

[Robin]

She was one of the few characters who were not on my suspect list. She didn't seem to be the type to kill anyone, even if she liked stalking women she was interested in.

[Jonetta]

Yeah, I agree with you both. She came across more young and dumb. I never suspected her for a second.

I agree. "Young and dumb" is a good way to describe her.
