According to Amazon, the order as given is correct. See here: https://www.amazon.com/gp/product/B0B... where it lists Fractal Noise as the second book in the series.

If it is a prequel shouldn’t it be #0?

Yes, if a prequel and full length, its #0.

If its not full length, its #0.5.
