I was surprised that Woody accepted him although I'm not sure he could refuse. I thought that the senior brass pushed Burns on Woody because they were trying to break up Kim's team or they wanted Kim on permanent leave. They never understood Kim and don't like her success under Woody.
I found the whole thing perplexing but wondered if this was a test given the team’s strong performance under Kim. But no one seemed to be paying attention.

Me too. I made a lot of assumptions.
Woody never seems to do anything without a purpose. I don't think he was there just because they were short staffed. I wondered if he was there to "encourage" Kim to become ready to come back sooner.
