The Possible Puzzle in this book?

Ok, I asked a question about this in the questions sections but I'm worried it got buried and no one will see it so I'm going to put it here too.
Does anybody have any clue on whether the notes from The Man Upstairs were intended to be a cipher/puzzle of some sort?
the first one is:
lISTEN-mY WORD hE WHO KILLS aNOTHER SHALL BE fREe
The second is: LiES-mY TRUTH LiNUS sLAYEd thE lADy
If you take every lowercase letters in these you get: l, m, h, a, f, e for the first.
For the second you get: i,m,i,s,d,t,h,l,y
Another thing I wanted to add: Does Bird's notes in his diary have something to do with this? Or solving it somehow perhaps?
Because it is very strange but it says:

Any ideas? The "2" during "start with 12" is sketched out funny looking in the book.
