If it is printed on the cover, it counts as an ACE, if it is a loose piece of paper or such it's not an ACE.
Mmm... it's hard to tell with just the picture of the cover, but on Amazon.com, which features the red strip cover, they also have the picture of the back, and here the red strip is clearly tilted, as would be a piece of paper which would have slipped.So I'd say: loose piece of paper, no ACE.

(Well, technically the covers are different... but only because one of them has a promotional strip of the "The new book from this famous dude" sort. It doesn't count as an ACE, does it?)
