Could you merge those as they are exactly the same book.

It's possible that one of the covers is from the newer edition but both have the same ISBN, I'll update the missing information in the book profile later.

One has no ISBN listed at all, and they have different covers. We would not merge these.

I explained about the covers. They aren't different, the book was reprinted, the ISBN is the same but it's only natural that a few years later the colors are a bit different. Here's the book page on the publisher's website, you can see that the ISBN is the same but it's from a later year (2017, scroll down, it's on the right). I can't add the same ISBN to a different entry.

One cover has borders at the top and bottom, the other does not.

Both have borders, the picture of the first one is cropped. I've researched this to be completely sure before I post. As can be seen here, the one "without borders" has ISBN that is identical to the other "with borders" from the publisher's site (link in my previous comment).
This is fully illustrated edition and as such there's only one in the National Book Registry, additional copies were printed a few years after the first publishing date under the same ISBN.
