Tracy goes to British Columbia to meet with Jack Flynt who threw caution out the window and tells her everything he knows, even the information that could jeopardize his plea agreement. Why did he do this and why Tracy?

Flynt wanted a little revenge. He knew dirty cops were involved.

[Jonetta]

I think Flynt recognized in Tracy her true motives, that she wasn’t part of the system to protect these bad actors. For the first time he was in front of someone who just might expose them. He just let it fly and unloaded. Yes, he was a career criminal but so were they. I felt the moment when he looked at Tracy and realized she wasn’t going to hurt him with anything he said and he could trust her.
