Faz realizes that Moss may be dirty, but knows they don't have enough proof. He has a lot to lose and doesn't want to mess up his career. Unless they get proof that nails Moss and the rest, he isn't going to put his neck on the line.
Ditto what Robin said - especially with Faz and Del for the matter just starting out in their respective careers. Moss was a seasoned detective that everyone liked by appearances. How do you go against that without proof.
Both Del and Faz were rookies. Faz was right. Moss was evidently highly connected, sneaky and deeply dirty. And, Tombs was right along with him. Two rookies going up against highly placed veterans? No way.

Faz did give Del good advice, but I hated that they had to leave it alone. Still, at this early point in their careers, there wasn't anything else they could do. Again, I hated Moss for so effectively tying their hands - especially Del's.
I agree with all of you. Moss had spent too much time building his reputation with his fellow officers, brass, and the public. There is no way the Faz and Del could go against him without proof. Even with evidence, it would be a hard sell, and one of them could end up dead before an internal investigation proved Moss was dirty.
