I thought that books don't yet exist on Goodreads meant other editions? To me it seems confusing

I take it to mean editions that don't yet exist on Goodreads, but for editions that already exist but need editing or combining, use Book Issues.

Adding a new edition is more or less the same (amount of work) as adding a new book :)
