Seeing the same car multiple times in one day would alert most people that something is going on. Lucy is smart and knew that these guys had to be tailing her. She was smart to try to lose them on the way to the ranch.I'm not sure if the guys should have been more worried when they found the broken sensors. I can't remember if they just seemed to stop working, or were they smashed? When technology stops working, I don't give it another thought. If the sensors were smashed, then someone did it.
These are two very different situations. Lucy is in a public setting, whereas Sean and Kane are at "home." Lucy pays attention to her environment. She has a cop's sixth sense. I believe Sean and Kane would notice the same thing in a public setting. If I'm not mistaken, Sean installed the security recently and is still testing for bugs. He wasn't surprised that something malfunctioned.
Lucy does seem to have a special sense for these things. She noticed that car the first time as she “felt” them watching her. To most anyone else, they would have gone unnoticed.
Those sensors didn’t just malfunction. They were broken. I was a little surprised than neither of them had any worry at all.

Jonetta,Didn't Sean realize that the sensors were broken the second time he saw a problem? I thought the first time he went out, they thought it was the wind that knocked them out.
Lucy has great situational awareness and a special spidey sense that has served her well on many occasions. When she saw the same car several times during the day, she took note of it, that is just what she does. For Kane and Sean, it appeared that the sensors were damaged by debris, but I think Sean was more concerned than Kane.
