I just finished reading "The Devil You Know" by Elizabeth O'Roark and it's exactly what you are looking for. They hate each other at work but really the hero has been in love with her for years.

A court of thorns and roses! Such an interesting dynamic between the characters where they hate each other but love each other. AMAZING READ IT RN. HAS THE SWEETEST MALE CHARACTER 😍😍
