Haley was in a jail holding cell for almost three days without representation and appeared disoriented. Did Sheriff Colgate stay within the lines or should he have recognized something was wrong?

Not sure he should've 'recognized ' something but I was under the impression she told them about her illness (it's been awhile since I read. Also - the mom called the station as well. Even if the message didn't get to Colgate someone could've/should've followed up for what Haley might need medically.

The rush to judgment and the pressure brought on by Shannon Yates’ disappearance stretched them beyond their limits. But, Haley asked to make a call to her mother and they waited two days to make that happen. Colgate just wants to retire and he didn’t exhibit proper leadership here. He was within the lines of the law but not the spirit.
