That's true. But does that rule apply if the pdf is openly available on the Internet? As it is a free file, people have reuploaded it to other places, it is available for public access on free ebook sites and cloud/drive services. Also, it's available in the official wiki.I could not find anything about that in the Librarians Manual. I sincerely don't know if that matter has been discussed before, but it would be worth adding more specifications to that rule. It seems like a "legal gap" to me.

No, those do not help for this issue. (Also please note that even free ebooks generally have re-distribution limitations, and many such downloads are actually not legal.)
