This "book" entry was made in response to the author speculating on a prequel in an interview. Novel has not been written, though the author posted One Line, on social media, in March 2022 (to show she working on it, I suppose). Author takes an average of 18 months to write a novel and this entry seems a bit premature. (Author has also claimed to be working on this novel for over 2 years.)
Entry has 5 reviews, so I can't delete it myself.

It would be against policy to delete this record.

If the book has not been published and will never be published, the author herself must submit a request to Support to have it removed.

It is also shelved by more than 10 000 people, so even if there were no reviews you would not be able to delete it.

Doesn't that seem odd, to not delete an entry that isn't a book, May never be a book, just because people have marked it as Read or To Read?

That is not the reason it should not be deleted.

From the Librarian Manual:

Goodreads considers the following to be valid book records:
- forthcoming books with only partial information

I agree it is still very vague if it will be an actual book, but as you said, the author recently still confirmed it.

Since it is shelved by more than 5 users you (and other Goodreads Librarians) are technically not able to delete it.

If items don't belong on GR, they can be deleted, or marked as NOT A BOOK, depending on various criteria.
Deleting of items shelved by more than 5 users can only be done by a Superlibrarian (see https://help.goodreads.com/s/article/...) or by GR Staff.
