Why hide Abby in the water tower?

Why did Abby's father hide her in the water tower? I get that the water tower is a recurring symbol throughout the book, and it also forced Emilina to return to the scene of the first murder and face her fears. But it made no sense that Abby's father would think inside the water tower was a safe place for her. And if it was no longer in use, why leave the door shut so she was in total darkness?
