Probably written in the 1980-2000s, set in 2020-2050 range. World runs out of oil, plot focuses on US and the rise of one man as he understands the vacuum created and develops followers, who wear white (I think) - like a cult - and the travel from CA to DC to ascend to the top of the political vacuum. There were some scenes around a gated Arizona gold course, some suburbs in VA and various other locations in the US as they travel across America. I seem to think the book was white with red tape or rope on it and maybe an oil barrel. It is not the book "Empty". I seem to recall something about "King of...." or "......of America" - but all my online searches turn up other stuff.
