I think he started out playing it the only way he knew but then his conscience came into play and he started to look outside the square
He was playing the hand he was delt in order to keep solvent until he could figure out how to make it work in the long term.
I truly believe Devon thought he was making the best decisions based on his options. When Kathleen presented such strong opposition, it gave him pause. When West presented his well researched findings and proposals, Devon had no choice but to give it opportunity. None of it ended up being easy for him.
I agree also that he was dealing with the situation the only way he could until he was able to find an alternative that made more sense. This was not an easy task for him at all.
