my understanding of the GR policy has been that collections shall be grouped into one work only if they contain the identical set of stories (with some admissible exeptions as extented/reduced subsequent editions).
More and more, I come across brute-force combinations where collections are combined into one work which clearly do not fulfil this requirement, plainly visible by huge differences in page counts or clearly different scopes in the title.
Has the policy changed (and my assumption is wrong)?
