      Good question. I can't figure out why the top brass isn't asking questions about some of his actions over the years. He seems to be untouchable in their eyes, which I don't understand.
    
        
      The media crucified the department and Nolasco pushed it on Tracy. Their support of this man defies logic.
    
  
  
  
      The things Nolasco gets away with puzzle me. This book was published in 2015; surely, law enforcement had better HR policies in place to protect this type of harassment. The only thing I can think of is the male author sees this from a different perspective than I do. There is no excuse for HR, at a minimum, to send up red flags about this jerk. Also, Nolasco has leaked information to the press for too long. What does it say about this police force that they can't trace the leaks?
      SMH - I don't know why he is still a captain, how he continues to get away with stuff (esp seeing as Tracy didn't have to dig too far to scrape up lazy work by him & his old partner), how no one knows he's the leak....it seems like Tracy (and her immediate bunch of detectives) is the only one who actually follows up on leads. Doesn't say much about the higher ups for this department.
    
      We wouldn't have groups like the Innocent Project if cops did their jobs investigating and gathering evidence.
    
      It does boggle the mind that Nolasko was hiding in plain sight, but it had been twenty years since he harassed Tracy, and maybe no one in the department could imagine that his weak and tender private grudge against her had persisted.The idea that he had a burner phone in his desk drawer explained some of the leaks; I surmise that he was insulated from the top brass somehow.
