ABANDONED. Space opera about a species detecting evidence of a rapidly advancing culture

I thought i added this book to my want to read list, but i cant seem to find it. The synopsis said something about a race detecting evidence of a powerful weapon or explosion and then 18 years later they detect more (advanced?) Evidence of even more technological advancement and they are worried that any culture progressing that fast with weapons would be a danger to the galaxy or something. Thank you in advance for your help.
