It felt right to me that Tracy closed the case putting the blame on her father. He is the reason Roy, et. al. did what they did. They know they were wrong, and I believe they suffered over the years with their decisions. In fact, they are still suffering with all the blame placed on James Crosswhite. It would have saved a lot of pain and suffering if they did the right thing and told Tracey the truth at any point, but especially after her father died. Definitely, when Tracy came back to town after they found her sister's body. They know what Tracy was going to do and they know she is good investigator.
I also agree Tracy did the right thing by placing the blame on her father. Calloway and the rest are still alive so why implicate them future. Calloway left the force so what would she have to gain by implicating them. I think they definitely should have told her the truth no matter what their promise was to her father.
Sharon, you said almost exactly what I was thinking. While the legal thing to do would be to tell the complete truth, it would serve no one or anything. These men have suffered the truth for twenty years and they only did this to remove a vicious predator and help out their friend.
I really wish they’d told Tracy the truth before she and Dan filed for the appeal. If they’d known about that photograph, maybe they would have.

I felt she did the right thing laying it to rest with her dad. All of the people involved in the cover up have all suffered with their guilt. There was no purpose served by laying the blame on all the parties.
I think she did the right thing placing the blame on her Dad. No need to involve the others at this point. I also agree with everyone's comments. They have all suffered enough with their guilt. They should have told her the truth before she and Dan proceeded. But, I guess there wouldn't have been this great story if they had! Lol
