I don't think he wanted to but there is a little blame going on. He kept Tracy in the eldest child role and kept Sarah in "baby" role.
I do think James and Tracy's mother both blamed Tracy for the disappearance of Sarah. I thought James thought Tracy was selfish for not following Sarah home as when James saw her ring all he did was to ask is that an engagement ring and did not ever offer her well wishes.
I think he did blame her in some respects but he's intelligent enough to know it wasn't her fault. Tracy felt enough guilt, she didn't need anyone else blaming her.
At first I thought he placed all the blame on her but later realized that he was consumed with so much guilt he lashed out at those who loved him the most. He was crushed by it and lost his perspective. When DeAngelo Finn told Tracy he even blamed/didn’t blame her mother for having them be in Hawaii, it became clearer to me.
It definitely felt as if he was putting some of the blame on Tracy. As a parent myself, I knew he was blaming himself as well for not being there himself.
James felt guilty for not being there when Sarah needed him. I don't think he really blamed Tracy. It was just his way of dealing with everything that was happening.
