I was wondering if there was a consensus of opinion on whether or not you should message people that did not win a giveaway that they engaged in and entered? It seems to me that sending a quick message to people who entered to win a contest you paid for, is the norm in commercial society. If you entered to win the car sitting in the middle of the local mall, don't you expect you will be hearing at least once from the people that are paying for it? I wanted to make sure, because I don't want to do anything that would upset anyone. Also, I am thinking about offering free Ebooks to some or all of them. Any thoughts on this out there?

Exactly. Like everything else, it was probably ruined by over-zealous authors. You would think there would be an option for unknown authors to offer free ebooks to members that expressed interest but didn't win. I really don't care if I make money on books right now, I am just deeply grateful when someone spends 5-7 hours reading something I've written. Thank you very much for the help.
As Shari says, it absolutely is against the Goodreads terms of service - they'll see it as spamming. That said, I wish Goodreads itself would send out an automated message thanking people for entering and telling them that they haven't won, but that [title] is available for sale from the usual outlets. As things stand, people enter a giveaway and, unless they win, just forget about it. So the benefit for sales must be pretty limited.
Goodreads TOS sees it as spam, and so do many users.
