Yes, Sean was really hard on Jason, but he deserved it. Doing the bosses' dirty work, when you are not 100% sure she's right is tough. I think Jasen was torn with what Rachel wanted him to do and how he perceived Lucy on his own.
Jason deserved more than what Sean gave him. Who can really trust a person who does the bosses dirty work. I'm not a person who forgives easily. Jason has potential, but he isn't there yet for me.Jason was torn with what Rachel wanted him to do, but he still did it. That says a lot about his character.
After Sean talked to Jason and got his side of the story, I kind of felt bad for Jason. If your new boss gives you an order to observe Lucy and report back, what are you supposed to do? She didn't tell Jason to do anything illegal (like she did with putting the tracker on the car). He's the new guy who doesn't have close ties to the other agents in this division. He's going to do exactly what the boss tells him to do, even if he doesn't like it.
One of the most important things to do in a team environment is to first gain the trust and respect of your peers. Jason broke that rule in a big way. He’ll always be that guy to the team going forward, no matter how hard he tries to overcome it. Even in his explanation to Sean, he didn’t accept responsibility for doing what he knew was wrong.
Robin, I worked for a guy who regularly asked me to do things that were questionable but not totally crossing the line. I always found ways to get what he needed without going the route he laid out. You always have a choice and I became known in the company for knowing how to manage him.
I’ll always distrust Jason. I’ve met that guy before and while I’m sympathetic to his circumstances, I don’t respect how he handled himself. Sean was right here and he was also right in backing off. That’s just being human.

He came from New York originally, I think. Remember Suzanne said he had a reputation for kissing up? He may have later worked with Rachel (I think your recollection is right) but I only focused on Suzanne’s intel.
