If you want to toy around with images, you should try using http://www.online-image-editor.com/ its pretty easy to use I think, though it doesn't have stuff like multi layers and things. Still it might work for a beginner?

Anyone know how to scale a picture to the right size for the group banner?

You can use http://www.online-image-editor.com/ and scale the size down, the website has a resizing feature and you can adjust to whatever dimensions the group banner needs.
