How to give away an e-book if I'm the author, not publisher?

Hi Goodreads Fam!

I want to do an e-book giveaway here but the process told me I have to be a publisher. So I asked my publisher to sign on to do the permissions/process but she's having no success, nor are her pleas for help finding any. Who should we contact/what should we do that we haven't tried?
