Roxie lands in Denver to connect with her Uncle Tex. Why did she fail to tell him or anybody else about Billy? Was she hiding it or underestimating him?

There were a lot of things about Roxie I found just not right and this was one of them. I suppose she felt that by not telling Tex or anyone else she was protecting them. Maybe she just didn't want anyone to know how stupid she had been. Or, maybe that they wouldn't be up to challenging Billy if he did show up.

This was her dumbest move. She’d not outsmarted Billy in the past and it was wishful thinking that she could now. If Roxie wasn’t concerned for herself, she should have given consideration to her unsuspecting family.
