Urban fantasy mystery set in universe where all/most people have psychic powers, male protag consults on a case with special unit. He was on probation for misuse of psychic powers. Many people don't trust him due to previous incident. Seems like book was 2nd or 3rd in a series. Read book around 2016-17, was possibly published late 90s early 2000s.

Works with no-nonsense lady detective that he either had a crush on or had an iffy relationship with. The super powerful head of the psychic guild was his ex-wife I think.

There was a scene where the protag discovers some tampered brains hidden in a semi truck. Book had a very down-on-his-luck schlubby PI type feel.

Found it! I misremembered some details, but the book was "Clean", part of Alex Hughes's Mindspace Investigations series.
