What is the policy in such a case?

lethe | 16359 comments This particular case was answered in the other thread, but in general:

If the book is registered in Worldcat, you can use that page count. Unnumbered pages are generally listed within square brackets (f.e. "[32] pages", alternatively: "32 unnumbered pages").

If a user has the book in their possession they can choose to count the pages by hand.
