From previous Lucy Kincaid books we know that Andrew isn't liked by the Kincaid's. We also know that Nelia hasn't been on the best terms with her family. I figured, Lucy would smooth the way for the Kincaids to accept the investigation. Boy was I wrong. Andrew knew that the Kincaids were going to put up walls.
I think that Andrew wanted Lucy to confirm that Max really had pertinent information about other cases and if Lucy were involved she could ease the way with the Kincaid family.I found it strange that the Kincaids had blocked previous attempts to reopen the case. I can't understand why they would rather live with the open murder case than endure the pain of getting it solved. Andrew has been cut out of the family, but he desperately wants his son's murder solved. I think he hoped that Lucy would be a bridge and the Kincaids would cooperate if she was involved.
The family had severed ties with Andrew so I figured he needed a family go-between. I wondered at the time why he didn’t consider Carina since she is on the force. Little did I know how much this family suffered when Justin was abducted and killed! I figured they’d want to protect Nelia but, wow, the whole family was still living in the pain and grief from 20 years earlier. Andrew knew Lucy had been shielded from all that and could be more objective. Even she didn’t know what had happened to her whole family.

I also found it odd that the family didn't seem to want the case solved. I couldn't imagine being mad (and even openly hostile) to Lucy for her believing that they had found new information about Justin's case. Yes, the family went through hell, but I would want to know who did it and make sure they are brought to justice.
