Yes, There are 7 levels of heaven. Each level meant for different purposes and different beings.
‘Heaven’ which is far away from the universe we see.
Doesn’t mean another universe.
‘Creatures’ means a lot - I’m not certain of the specific meaning. But creatures could mean a lot more other than aliens. humans, animals etc..
So why aliens ?

1st view - he doesn’t get infinite punishment, he’s getting what he deserves and then he goes to heaven.
2nd view - he does get infinite punishment.
According to some religious views, he is getting infinite punishment because he was given all the chances to go to the right path to heaven but didn’t.
So infinite chances would have been wasted in such a person.
Therefore, infinite punishments.

Also, let’s say they are ‘caught’. But do you think the only deserving punishment is being outcasted ?
to me, I'm not very concerned with how harshly someone's punished for their wrong doings. as long as they are dealt with in a way where they can cause no further harm to society, then that's all that really matters to me. but I see why some people would think that the only way for justice is punishment that's equally as damaging.
powerful people have always existed and will continue to exist. and I know that it sucks that they can get away with the most fucked up shit, but I really have no argument against that. and I understand why some people would want someone omnipotent to deal with it because we can't.

because although most people have morals and don't enjoy committing atrocities, there are corrupt people that will. also, even good people can make mistakes (if you believe in good and evil). then there's power hungry people who already have too much power, etc..

In conclusion, I hate the power hungry powerful people who are responsible for 80% of the problems in this world.
I mean, you don’t know how many times I’ve imagined them in hell.

it says that humans are higher than many creatures, but there are more that are higher than us

the part of the aya "and privileged them far above many of Our creatures.” shows that there are many other creatures out there. however, Allah does not say above all creatures. the other creatures that we know of are things like angels and jinns, but i don't think that counts as enough for the word many, as it would indicate that there are multiple creatures above and below us
anyway, the evidence isn't definite, but it's still quite an interesting topic to discuss

Quran is filled with both literal and metaphorical meanings which is best decipher by the knowledgeable scholars.
So I don’t want to discuss more, I could be wrong.
So I want to keep an open mind and say there could be many meanings and yours could be right too !
So, it IS an interesting topic.
But at the end, they don’t really matter in religious way, so they are simply interesting topics to think about.
