Per Dhonielle Clayton (the author), the project Queens https://www.goodreads.com/book/show/36952614-queens was cancelled when Macmillan closed the imprint it was going to be published by.

You should write to Support about this one.
So.... not even a super librarian can delete it? That imprint doesn't exist anymore. This was an IP project so they got an ISBN early, but the book itself was never written.
I understand that the book has not been written. There are certain situations that are better for staff to handle, such as whether to delete it or mark it as not a book.The ISBN is an issue as it could potentially be reused.
However, another superlibrarian may come along that feels differently. That was just my opinion.
