Woody declares the team’s office as being “flea infested,” forcing them to work offsite. Why did he orchestrate this?

At the same time, he knew she needed to be involved in the case. The flea infestation was a way for him to document that he reprimanded Kim, while letting the team continue to work together.

Kim has a great support team. I'm not sure she understands exactly what she has yet.

 ~Teresa I thought it was brilliant. Woody knows that Kim will continue to work the case regardless. He knows her, he knowns her history. By letting her continue on the case, after the infestation is controlled, he has put himself in a position to continue to receive updates from Kim.

That fake flea infestation was yet another smart move by Woody where he handles the politics and the demands of the case in one deft motion. They needed Kim on this case as it’s all about her. Who else could see inside of these events like no other? But he had to sideline her after she tried to assault another officer.
